Ioffe was born into a Russian Jewish household in Moscow. When she was seven years old, on April 28, 1990, she and her family moved to New York City. They made their home in Columbia, Maryland, where she was raised.
Ioffe attended Beth Tfiloh Dahan Community School from which she graduated in 2001. Ioffe originally intended to become a doctor, but in 2005, he earned a degree from Princeton University in Soviet history. Jan T. Gross served as her thesis advisor.
“Selling Utopia: Soviet Propaganda and the Spanish Civil War” was her thesis. Ioffe served as vice president of the Princeton Israel Public Affairs Committee during his time at Princeton.
